หมายถึง คดีแพ่งประเภทหนึ่งที่มีข้อพิพาทระหว่างผู้บริโภคกับผู้ประกอบธุรกิจ โดยที่ข้อพิพาทนั้นเกี่ยวพันกับสิทธิหรือหน้าที่ตามกฎหมายอันเนื่องมาจากการบริโภคสินค้าหรือบริการหรือเกี่ยวกับความรับผิดต่อความเสียหายที่เกิดขึ้นจากสินค้าที่ไม่ปลอดภัย โดยที่คดีผู้บริโภคมีวัตถุประสงค์เพื่อคุ้มครองทั้งผู้บริโภคและผู้ประกอบธุรกิจและประสงค์ให้ผู้เสียหาย (ผู้บริโภคหรือผู้ประกอบธุรกิจ แล้วแต่กรณี) ได้รับการแก้ไขเยียวยาด้วยความสะดวก รวดเร็ว ไม่ยุ่งยากซับซ้อน ประหยัดเวลาและค่าใช้จ่าย เนื่องจาก ได้รับการยกเว้นค่าธรรมเนียมในการฟ้องคดี รวมถึง การได้รับยกเว้นค่าขึ้นศาลด้วย
